Chad Collier was running Collier Engineering, a firm of more than 100 employees with over 40 CEI inspectors in the field. The tools available to manage that inspection work were paper, spreadsheets, and software built for someone else’s problems. Matt Houston, a longtime friend and repeat tech founder, had built and scaled venture-backed platforms before. When Chad laid out the problem, they both saw the same thing: an entire industry running unit-priced contracts on tools that were never designed for them.
So they built one that was. Oversite handles the work CEI firms actually do, DWRs, pay estimates, retainage, change orders, and it’s now the platform of record for firms and agencies managing hundreds of public infrastructure projects.
